Compare Word Documents - Old version better

Old version of Word compared two documents with underline and strikethrough
format. This is the format that the governmental entities we deal with
require. We can identify the changes from "compare and merge" or "legal
black line" but then we have to manually underline and strikethrough. A lot
more work than the old version. Could this option be added back in?

It is still there. That is how I have my Word 2003 set up. You need to
change your Track Changes options. Tools > Options > Track Changes
