I would make sure that you are marking % Work complete
and not just % complete. You shouldn't get the error if
you do that with it all at 0. If you leave the 20 hours
originally assigned in the work column and then mark it
complete it will force actual work to changed to assigned
work. I don't know of anyway to keep those hours and mark
it complete.
