Compose e-mail Outlook web access

I am trying to compose an e-mail through outlook web access and I can't due
to the fact that it is not providing me a blank document. The page has an 'x'
on the upper-left side.

a) microsoft.public.exchange.clients is the right place
for OWA issues as it is part of Exchange, not part of Outlook.

b) You'll want to tell your Exchange administrator to install the hotfix in
http://support.microsoft.com/default.aspx/kb/911829 on the server because
you are running
Vista, and that should put the text boxes back on the form.
