Conditional Formatting with User Roles when user is in multiple ro

I will start by saying I know nothing about InfoPath.

We have an InfoPath form that has a "submit" button on it.
We have conditional formatting on it:
if users current role = Read Only then disable the control

I have a user that is in both Read Only and Contributor roles and when they
are in the form they don't see the button.
Is it possible that the form is seeing them as Read Only even if they also
have Contributor? Is it some other bug? How does the form decide what the
"current role" is if the user is in multiple roles?

If the user is a member of several groups and you are assigning user roles
that are based on a group, InfoPath checks the member list of each group in
the order that the group is listed in the Manage User Roles dialog box. For
example, if the user is a member of both the receiving agent group and the
administrator group, and the administrator group is listed before the
receiving agent group, the user will be assigned the user role for the
administrator group.

So, in the manage user roles dialog, is the Contributor the first role?
