Configuration outlook form

I am going to write outlook application based on appointment/meeting item.
My application should connect via HTTP to some embedded application.
The outlook administrator should configurate the outlook application,
for example to insert IP address of embedded aplication.
And after this to publish form.
In what way I can to do it.
