connect to a text file with front page

I am having trouble connecting to a comma delimited text file with the
database results wizard. At first it refused to connect because it said the
'schema.ini' file was missing. I was able to create that using the ODBC
datasources administrator and then copy it to my directory on the web, but
it still refuses to connect. Any suggestions?

As a sidebar, I wouldn't mind using Access for this, but I can't figure out
how to link a table in Access to a text file with both residing in the same
folder on the web site. It works on a local machine, but Access seems to
want to 'hard code' the text file's location and it won't translate when
uploaded to the web folder.
