Connection problems

I want to know what is the problem with my Outlook,
because some times it shows problems to download my e-
mail by POP3 and send it by SMTP. My network has ISA
Server, and my connection with Internet is DSL-based.
External IP address changes, and I must move some
configurations to my server, and then, I must restart
firewall services to accept those changes. Or when exists
some patches to download, I must restart my computer. My
network has Active Directory too.

If my Outlook client is opened when occurs it, and my
servers are running after they restarted, Outlook client
shows me that it can not download e-mails (problems with
POP3 and SMTP). Outlook is running on Windows XP.

Is this issue normal? I would like to obtain help about
that problem. Thanks!
