I hope someone has a response to this one. I would like to have the ability to import my contact list from and excel spreadsheet once I have been able to clean it up and organize as desired. Or have the ability to run global changes to the folders.

Outlook supports importing from excel - not sure I understand global
changes, but it does support global changes on some fields if you use a
group by view.

You should be able to import a Excel csv (Comma Serperated
Values) file. I know this is a import option.

Save your Excel Spreadsheet as a CSV file.Note where you
saved it. It will have a file extension ".csv".
The Import tool is under the File menu.
Go to File, Import Export,
Import from another program or file,
Comma Serperated Values Windows.
Browse for that file you created earlier.
Follow the prompts.

You can also Export you Contacts with this tool.
