Contact list for delegate user

I am delegate user with full permission on inbox, contacts
and I can send email on behalf but when I try to pick
contact list from TO, it shows only my contact list not
the person I am trying to send email behalf of. Although
I can open his contact and right click on contact and send
new message with no problem. Any suggestion?
