Context Send not Working

I am using Outlook 2003, and the context send doesn't seem to work. If I
choose a document from Explorer and use the right click "Send To" to
send the attachment to someone, the mail is created, but the "Send" button
has no effect. The message is not sent or queued. The same result
happens when Outlook is open or closed prior to executing the "Send To"
option.

I've seen this happen before, tho under entirely different
circumstances. I found I had to have my end user hit Control-Enter on
their keyboard ot send the message they were trying to send. Granted,
different version and slightly different scenario, but the send button
was doing nothing for us too. Ctrl-Enter worked tho.

While not ideal, I hope this suggestion at least helps - it's a
workaround we've used without any further issues. Good luck!
