"continued to page"/"from page" doesn't work

In Publisher 2003, adding the automatic "continued" text doesn't seem to
work. I've used it successfully in other versions and the steps appear to be
the same, but the text doesn't appear with the appropriate text box. Example:
I link a text box from page 1 to page 2. I select the linked text box on page
1 and from the Format menu, I select "Text Box." I click the "Text Box" tab,
then click the box for "include 'Continued on page...'" Then click OK.
Nothing happens. No text appears.

Once you fill the first page with text and the text overflows to the next text box,
the "continued..." appears.
