Controlling scroll wheel speed

I have a bunch of messages in a folder. I use the scroll wheel to scroll
through them. However, there doesn't seem to be a way to control how fast OL
2003 scrolls through the items. Seems to be about an item per second. I'd
like it a little slower. Any ideas?

Change your mouse properties in control panel.

Already did this, but the control panel only allows you to specify the number
of times. I have this at 1. This scrolls one item at a time, which is what
I want, but I need to control the speed.
