Controlling WSS security via Project Server 2003 settings

Is there a document available somewhere that describes in detail how to
control user permissions in Project Server-associated WSS sites, by using
appropriate PWA settings? I have read Chapter 6 of the Project Server 2003
Admin Guide, and it did not answer my questions.

The main uncertainty is around permissions granted to PWA users that don't
appear in the resource pool of a project schedule. Sometimes clients want to
assign risks or issues to users that don't have direct involvement in a
project plan as either a project manager or as a resource. Our clients don't
want to have to go to each individual WSS site to add users and set
permissions.

From the little R&D we have done, it is clear that it is possible to control
certain users' access and permissions to Project Server-associated WSS
sites, by using appropriate PWA settings: If you create a project plan
without any assigned resources in the demo database, the corresponding WSS
site has Eva Corets, Jo Brown, Scott Bishop, Steve Masters and Wendy Wheeler
as users with varying levels of permissions. What isn't clear is which PWA
settings controls which security levels in WSS. The relationship isn't a
simply PWA groups mapping to WSS groups. There also seems to be some
correllation between the "My Organization" category and allowing access to
PWA.

I am sure we'll "crack the code" if we allocate R&D hours for the task, but
I don't want to do it if it is already documented. (Gary C?) Help will be
much appreciated.
