Conversion between Act7.0 and Outlook 2003

I tried to import my data from act 7.0 to outlook 2003 by doing the following
steps.
File - import & export - outlook - import from another program or file. I
go to browse and click on my act data base file, but it seems that they can't
convert ADF File. Is it because they can't import act 7.0 database?
