Coordinating Microsoft Project Central administration settings

I would like to know if it is possible to use Microsoft Project Central
without using external sources. I would like to have features that would
allow me to manage tasks and resources easier (ex. automatic updates etc)
however I am not allowed to connect to the external source and when I tried
to download MS Project Central I was told by the system that I need Microsoft
Internet Information System. I cannot download MIIS since it is against
policy. What options if any do I have?
