Copies of same message received every 61 minutes

I have two users currently that are receiving the same message over and
over. The send time is that of the original, but the copy has a received
time that varies by 61 minutes. The messages are different sender/content
for each user, this is actually the fourth and fifth times I've gone through
this, I'm just wondering if anyone else is has experienced this. Does any
one have a fix?
