copying a document with tracked changes

I have a document that has tracked changes, and want to copy this document
into another document, retaining the tracked changes. When I copy and paste,
it immediately accepts the changes, how can I get around this.

In the destination document, make sure the Track Changes option is turned
off. Select the text in the source document, and paste it into the
destination document. If you have Word 97 or 2000, click on Tools | Track
Changes | Highlight Changes. If you have Word 2002 or 2003, change to "Final
Showing Markup" view on the Reviewing toolbar.
