Copying Web Components to another web

Is it possible to copy web components from one web to
another? Specifically, I am redesigning a web from the
ground up and would like to keep the extensive list of
Substitution Parameters. When I copy some of the content
from within the old pages, the SP's show on the page, but
they reference empty entries in the SP table.

Only thru publishing the web (then deleting or editing the pages you don't want)
