create a web page from a report and publish it on the web

Need big help

First, I don't know much about Access.
I inherited a database with our 50 Branches details (records) in it.Some of
the field content needs to be updated regularly. I used to email out a
spreadsheet (saved from the database report) & ask the Branch to check &
change their info - which is dumb & wastes my time. So I thought it would be
good if I can create a html page which has each Branch details that need to
be updated and publish it on our website and get them to do the work for me.
I guess there are at least 4 steps here: creating report, creating html page
from that report, setting the page to show only one record with drop down
list (Branch name for the user to choose from), then publishing it on the
web. Can this be done? Or is this going to be too complicated for someone who
doesn't have much IT background?

I don't know if the following info is relevant - I look after our company's
secure website (updating info content not designing) by using the old
Macromedia Dreamweaver MX program - and where our Branches can download
manuals/ policies/ documents /forms/ etc ... from us (Head Office). I hope
I wasn't too confusing.
