creating a distribution list in a public folder

We have a public folder of contacts. We'd like to create some distribution
lists and keep getting an error message that the folder has been moved,
deleted or no permissions. Further info on the error indicates that the size
of the mailbox has been restricted. This is not the case in any of these -
Any help you can provide is appreciated
