Creating a Menu for Custom Templates

Our organization has quite a lot of word templates set up for various
situations. eg. letters, letterheads, envelopes, labels etc.

I am trying to create a menu in Word 2003 that has all the templates in it
including the folder structure from the shared directory where the templates
reside. I have tried adding the "Open Favorites" menu and copied the
shortcuts to the favorites folder for each user but my problem is that I have
to do this for every user on every machine. I have tried creating a menu
with a "open hyperlink" item but find it quite time consuming to do this as I
also have to name the menu item the same name as the file. What I would like
to do is create a menu (once) that I can deploy to all my users (possibly
using Group Policy?). I would also like this menu to be dynamic (if
possible) so that if new templates are added they will be represented
(correctly) in this menu for all users.
