Creating a multi-page template

Hello! I have a question that I hope will be a simple one. I want to set up
a template in Publisher that is 4 pages across and 4 pages down (not the
brochure template Publisher has). Each of the pages needs to be 8.5 x 11.
Basically, I guess what I'm trying to do is set up eight 8.5 x 11 pages all
on the same screen so I can work with it similarly to the way I work with my
Mac templates.

Can anyone tell me how to do this? Thanks so much!

I'm not at all sure what you want...

Are you looking to view 16 pages of a single publication at once, or are you
looking to print a single large page across 16 sheets?

Sorry I wasn't clear enough in my post. Let me try this again.
I'm currently using Appleworks on my Mac to create custom stamp layouts.
The template I use is set up as follows: p1-p2-p3
p4-p5-p6
p7-p8-p9
All nine pages are set up as one document, and I can scroll from page to
page. All of my actual sizing layouts are set up on pages 2, 5 and 8, and I
use the other pages as my worksheet as it were, to set up the actual text for
the stamps. This works fine, but for the fact that my Mac is going on 14
years old and I don't know how much longer it will last. So I'm trying to
set up a similar type of template using Publisher, so I can use the Mac only
for my highly customized family stamps (haven't figured out if Publisher is
capable of doing what I need it to do in that respect). So, really long
story short, what I need to create is a 3 page by 3 page template that isn't
set up like a brochure. I'm using a brochure setup right now, but it's a bit
of a pain and I'd prefer the three-page-across, three-page-down setup so I
can just scroll over and/or down to find what I'm looking for.
