Creating a wizard

I would like to create a wizard to produce a 'pocketmod' - www.pocketmod.com

I want 8 pages printed in a certain order on one A4 page, with half of them
upside down... A bit like a greeting card. If there was an easy way to create
a wizard this would be a really easy project to create...

Can I as a user do this? Can I hack something together?

Download the PDF from the site and re-create it in Publisher. Doesn't look
too tough. Save it as a template.

I was wondering if it was possible to create a wizard to do this - a bit
like a greeting card where each 'page' gets positioned and rotated as needed.

Do you have any ideas on how to do this
