Creating signature problem

I am have trouble creatinga signature n Outlook 2003 usiing a *.gif file.

I get this error whenever I try to use the signature
"Your current security settings prohibit running Active X controls on this
page. As a result, the page may not display correctly."

I don't know where to look to change my settings. Any ideas
