How do I make Word put quotation marks around the text of an xref/hyperlink?
The default appearance looks like plain text in a printed document, which
confuses my readers.

For example, I have xrefs that looks like this:

For more info, see API summary.

What I want is:

For more info, see "API summary".

Actually, what I want is:

For more info, see "API summary" on page 56.

Put quotation marks around your REF field. You will need two REF fields to
cross-reference both the heading and the page number.

In that case, you have to type the quotes around the xref yourself.

Do you mean to manually type the quotes around the xref created by Word, or
is there a way to make it happen automatically?
