.CSS verses a template... which is better?

Hello,
Can anyone give me advice about whether having an external CSS style file
attached to my website or having a template document would be a better idea
for my large website project? I'm specifically thinking about saving editing
time in the future.

you can have .dwt(s) styled with css - they're not exclusive

Good idea. What if the basic layout of each page is similar, header & footer
text/graphics are exactly the same, but page contents are totally
different... Is there a way to rid myself of tables somehow and use purely
css?

yes, you can use a dwt and style it with css and then attach it to pages you
want to have look the same with different content.
in most cases you can eliminate tables by stylin' with css too
