Custom Menu disappearing/appearing

I have a template with two custom menus in it. We are emailing the template
back and forth between two of us as we work on and test it and sometimes when
it is recieved one or both custom menus disappear. Another time they will be
there. We can't seem to determine a common action that is causing it to go
away. The macros that are assigned to the menus are there, but we have to
rebuild the menu every time it goes away.
