Dates in a template

I am using MS Project 2002 in an enterprise.

Our company has created a template based upon processes that exist in our
framework. I like using the templates but when I create a new project from
the template and save it off it uses the dates from when the original
template was created.

I have two questions:
1. Was the template created incorrectly?
2. Is there a way to globally change the start date for the project instead
of having to go to multiple tasks and change the start dates?

Or run the Adjust Dates macro from the Analysis tool bar to move any
constraints by the same amount.
