default base unit of time in microsoft project

How can I enter a base unit of time that all work will be based on in
Project? For example, we track all of our hours in 0.25 units. Is there a
way that I can tell MS Project to only break project tasks out into
increments based on that unit?

No, I'm sorry.
Project works in tenth of a minute, and that is not an option.
