Default Encoding for message header and body

I have a problem with reading my outlook messages; I recieve arabic emails
and every time i recieve an arabic email the encoding of the message is wrong
so i recieve strange caraters in both the message body and header. i have to
manually change the encoding to Arabic Windows inorder to be able to read the
message.
How can i make the default encoding for outlook for forign language to be
always Arabic ?
