Delegate Access

I want my delegates to be able to read/create and move items to folders but
NOT delete. Anyway we can do that in Outlook?

Yes, just set the permissions on the folder's Properties dialog appropriately.

This is what I've tried with the permissions:

Create, Read, Create Subfolder, Folder Visible are select
Edit Items is set to All and Delete Items is set to none

With these settings, my delegate are not able to move items to folders. Is
move item to folder consider a delete permissions?

Am I doing something wrong?

Yes, just set the permissions on the folder's Properties dialog
appropriately.

Yes, a move to another folder is a delete. Think about it: Moving an item deletes it from one folder and puts it in another.

Sorry, I missed the nuance in your original message that you wanted moves but not deletions. You can't have it both ways. Users will have to copy not move. Or they'll need delete permission.
