deleted operating files for microsoft outlook

Is there a way to recover these lost operating files or download new ones
without losing all my email contacts and messages. I have tried using system
restore with no success.Using windows xp home

you should do a detect and repair from control panel - add/remove programs
for Office.

I tried your suggestion and it asks for me to install cd rom primium disk
which I do not have. Any other suggestions
