Desktop Display won't work

When i go to my properties to change my desktop, it won't let me. its like
its stuck.
when i place the cursor on any of the background pictures they dont even
highlight, its frozen. Pleae help. th elast time i changed it was
apprx.12/15/05

This is actually a Windows question, not an Office question. Please post to

That said, I've been in offices where the IT staff has the systems so locked
down, you can't change the desktop. Perhaps that's the case here?
