Detect language version of Windows

I have a page that is going to use the NetMeeting ActiveX controls. I have
it coded so that if the user does not have NetMeeting, they will download
and install the NetMeeting controls.

This works fine for US English, but I am going to have people from other
countries making use of this page as well and I don't want them to
automatically download the wrong files. Is there a way I can detect what
language of Windows the user is using?

I believe, (OK I'm guessing), if you just provide a hyperlink to the MS
download the language settings are detected automatically by windows on the
users machine.
