Detect Message Modification

What's the simplest way to keep the text of a message from being changed, or
at least detect a change from recip to recip?

The powers tha be want to use email to approve system access, but they'd
like to do it without advanced security, if possible.

An S/MIME digital signature will detect changes in the message between
sender and recipient. For more robust control, you need a service like one
