Difference between Access Trusted user and policy locations?

MS Access 2007 install program installs new DB on lap top computer, but it
will not work. Checked trusted locations and the DB folder is listed in the
Policy Locations insted of the User Locations. System will not allow me to
delete folder from policy location so I can place it into the user location.
I suspect the DB will not work in the Policy location, but must be in the
user location. Researched web with no results about the difference between
User and Policy locations. Current installation says it is "Read Only".
How can I move the Access DB folder location from trusted "Policy" to
trusted "user" location? I am assuming this will resolve most of my problems.
Any help or explanation of why this is happening will be greatly appreciated.

Micosoft removed Jet Security from Access 2007 (format) and gave us
all this new trusted locations bullshit.

I think that it makes sense to rely on SQL Server permissions instead
of this buggy buggy jet crapware!
