Disable Resource Assignments

We are using MS Project 2003 Enterprise and have resources assigned to tasks.
My question is whether or not there is a way to disable a resource from
booking on a specific task that they have been assigned to. We cannot simply
delete the Resource from the task as they already have actuals booked against
the task and we are working in a protected actuals environment (furthermore
we would like to keep the detail of what they have done in the past, we just
want to prevent them from booking any new actuals).
