Do not deliver before??

we are (6000 users) using OL2002 and for some users the
fonction "Do not deliver before" works OK for some it's
not. I understand that this does not mean at that specific
time specified in the options but still.

Why is that? We are all using "Exchange 2000" with local
PST file.
