Do not Open but direct to Save as into...

I am using Excel as database for storage question papers. Question papers are created using word / pdf format. In the excel table, users able to view all the info about the question papers.
I need solution, when user click name of the question papers that they want, it automatically prompt for save as for the specify file (without open the file).
Any idea how to do it? TQ
