I have a project manager that created a project, built a team from the
enterprise resource pool and published the project. None of the team members
have been assigned any tasks yet.
He has also uploaded some documents for the project. Should the team members
be able to access the documents for the project even though they have not
been assigned any tasks?

I looked at the Share Point Site for the project and they are not listed as
users. Even after a manual sync.

I have also created a test project and built a team but did not assign
tasks. This resulted in the same problem. As soon as I assigned tasks to my
team members they were added to the Share Point site as users.

Is this the way it is supposed to work?

In the future, please post your Project Server questions to the
microsoft.public.project.server newsgroup, as this newsgroup is devoted to
the use of only the Microsoft Project desktop application.

To answer your questions, team members are not added to the project's
SharePoint subweb until they have been assigned to at least one task in the
project. This is by design and it is how the system is supposed to work.
