drafts not syncing between exch and smartphone

Our company has several ATT 8525's and most will automatically sync the
drafts folder between it and the exchange server. However, we have one that
will not and we've even changed out the phone. Is there a setting in exchange
or on the users laptop within outlook that we are missing?
