Do you mean the drawing toolbar? To the best of my knowledge there is no
drawing menu.
If it's a menu item you are missing try: http://www.rdpslides.com/pptfaq/FAQ00244.htm
If it's the toolbar draw, then you might have dragged it next to an existing
toolbar, try turning of all toolbars one by one (right click next to any
toolbar and uncheck everything but the drawing toolbar in the list). Do you
see it now? A toolbar has kind of a dotted line in front of it that should
let you spot it.

You can add the drawing menu to your menu's if you do the following:
Right-click next to any toolbar and click Customize on the pop-up menu that
appears
Click the tab "commands", on your left choose the category built-in menu's
and drag the drawing menu to your screen and position it where you want it a
vertical line will appear to assist you.
