/ Drawing / Rotate tool

To tidy up a manuscript for publication, I need
to rotate by a degree or two its diagrams -- done
by a Word amateur in RTF format, but the
/ Picture toolbar lets me enhance black and
white contrast easily.

But I cannot rotate the drawings in order to
correct their alignment on the page. On the /Draw
toolbar the Free Rotate icon appears, but greyed
out and in the left section of the toolbar. I have
so far failed to figure out how to activate this
tool via / Customize. What am I doing wrong?

If the graphics are In Line With Text, they can't be rotated. Try changing
the wrapping to another style and try again. If that doesn't work, copy the
drawing and Paste Special as Picture, then try (you may lose some detail,
however).
