Dude, where's my toolbar???

Simply put, the toolbar that has always been on the left
side of the workspace window on Publisher has
disappeared. I've tried to figure out how to bring it
back and so far no luck. Even tried uninstalling and
reinstalling the program, but it's part of Office 2000 and
I had a ton of trouble. I'm completely stuck without my
toolbar, unable to make even the simplest text box! I
tried opening past projects, thinking they might come up
with the toolbar as before, but no luck. There's gotta be
a way to bring it back. Right??? Any help will be
greatly appreciated. TIA
