duplicate posts appear in discussion webs

I am part of a group using the discussion web technology
in Frontpage. Sometimes, for no apparent reason, the
discussion web will post the same thread to the web
multiple times. This is not the result of the user
interrupting the process or using the back button of the
web browser. The error happens in a variety of IE
browsers and does not seem to have any pattern. Has
anyone seen this and is there a known fix?

The DW uses include pages
There are some bugs in FP2002 & in the FP2002 SE related to shared borders & include pages
so make sure you (and your host) see & apply all appropriate patches from:
