When I hit the send button the message is always send to
the OUbox, AND I cannot send it from the outbox. How do I
avoid the outbox and simply send by hitting the send
button?

In Outlook 98 under
Tools >> Options >> Mail Delivery
There's a check box for "Send messages immediately."

I've never tried this option, but the "Help" for it sounds like what you
want to happen.

More basically, if you "cannot send from the outbox" it sounds like
there's something wrong with your setup. More details about the symptoms
might help diagnose the problem.
