email background

I'm all of a sudden having problems with an unwanted background with my
Outlook 2002 emails.

Every time I go to Format/Background/Pictures and change to no picture the
backgrond comes back.

What I've done temporarily is delete the jpg file that keeps coming back but
would like to know what to do to fix it properly.
