Email encryption problems - valid certs, but *some* users can't se

From time to time we run in to a strange problem with certs. We use a dual
cert infrastructure - one nonrepudiable signing key and one repudiable
encryption key. *Sometimes* when a user renews their certs, *some* of the
users who normally correspond with them can no longer send them encrypted
email. The problem goes away in 24 to 48 hours.

We're convinced it's some sort of caching issue, but where? We've checked
the Other People folder in IE (Tools/Options/Content/Certificates) and
removed any cached certs there. We've checked the Outlook Contacts list and
removed any contacts found there. Yet the problem persists.

Any hints on where to look for the resolution of this problem?
