Email recipient sees my apostrophes as other symbols

When I send an email containing apostrophes, the recipient sees other symbols
(questions marks, boxes, etc.). I have discovered this by reading my
original message included in their replies.

I use Outlook 2003 and compose emails in HTML format.

Post all replies to the group to keep the discussion intact. All
unsolicited mail sent to my personal account will be deleted without
reading.

After furious head scratching, JH asked:

It's set to autoselect, but the preferred was Western European (ISO). I just
switched it to ASCII. Thanks.
Anything else before I assume my problem is solved?
