email the read only form with Sharepoint Designer 07 workflow

Have a Moss forms library with SP Designer approval workflow. Our result is
to submit the browser enabled form (read only) on the final approval. SP
Designer has the email to action......

The recipients are outside the domain, and have presently no access to the
sharepoint site.
